Strictly control the new production capacity, greatly improve the economic benefits of the cement glass industry
at present, the economic operation of the cement and flat glass industry is stabilizing and rebounding, and the industrial economic benefits are significantly improved. According to the National Bureau of statistics, from January to November last year, the cement industry achieved a profit of 78 billion yuan, an increase of 102.55% year-on-year. Although the work of resolving overcapacity in the cement and flat glass industries has achieved initial results, it is still one of the severe problems faced by the industry. Recently, in order to continue to implement the prohibition of new production capacity and the elimination of backward production capacity, the Ministry of industry and information technology issued a notice on printing and distributing the implementation measures for capacity replacement in the steel, cement and glass industry, and issued the implementation measures for capacity replacement in the cement and glass industry (hereinafter referred to as the implementation measures)
It is understood that in order to actively and effectively resolve the serious overcapacity contradiction in steel, cement and other industries, as early as October 2013, the State Council formulated the guiding opinions of the State Council on resolving the serious overcapacity contradiction (GF [2013] No. 41, hereinafter referred to as the Guiding Opinions). In April, 2015, in order to implement the guiding opinions, the Ministry of industry and information technology formulated and issued the implementation measures for capacity replacement in some industries with serious overcapacity (MIIT industry [2015] No. 127, hereinafter referred to as the original measures). The revised implementation measures are more stringent than the original measures, and the "reduction efforts" are also greaterI It refers to the reduction and replacement of cement clinker construction projects. The replacement ratio refers to the ratio between the withdrawal capacity and the construction capacity, which is a key indicator in the capacity replacement work. The original measures stipulated that the number of production capacity to be replaced and eliminated in environmentally sensitive areas such as Beijing Tianjin Hebei, Yangtze River Delta and Pearl River Delta should be verified at no less than 1.25 times the production capacity of construction projects, and equivalent replacement should be implemented in other areas. The implementation measures make stricter provisions on cement clinker projects: except that Tibet continues to implement equal replacement, other regions will fully implement reduction replacement. Among them, for construction projects located in environmentally sensitive areas specified by the state, 1.5 tons of production capacity must be shut down and withdrawn for every 1 ton of production capacity; For construction projects located in non environmentally sensitive areas, 1.25 tons of production capacity must be shut down and withdrawn for every 1 ton of production capacity
the replacement proportion of the original method is still continued for the flat glass project. For the construction project located in the environmental sensitive area specified by the state, the number of production capacity to be replaced and eliminated shall be approved at not less than 1.25 times of the construction project, and the equivalent replacement shall be implemented in other regions
II It is to restrict the production capacity used for replacement more strictly
in addition to the "backward production capacity that has exceeded the national official elimination deadline, it is not allowed to use (2) pull the cold-formed support equidistant from both sides for production capacity replacement" mentioned in the original method, the implementation method clearly stipulates that: the exit production capacity that has enjoyed the bonus funds and policy support, and the cement clinker production capacity without production license shall not be used for production capacity replacement
in order to prevent and eliminate possible deception, the implementation measures not only reiterate that the capacity indicators used for replacement should not be reused, but also encourage industry associations, media and the public to supervise the implementation of capacity replacement schemes and the construction of new projects
III It refers to the production capacity for replacement, which means that the experimental results are more accurate and the verification is more rigorous
the production capacity index for replacement. The implementation method clearly points out that it should be determined according to the design production capacity on the project filing or approval documents. If the actual capacity is less than the recorded or approved capacity, it shall be determined according to the actual capacity. The actual production capacity continues to be calculated according to the attached table of the original method, but in order to avoid confusion between the inner diameter and outer diameter of the rotary kiln when calculating the production capacity of cement clinker, the implementation method strictly requires that the outer diameter of the rotary kiln be calculated
for the replacement carried out across provinces, autonomous regions and municipalities directly under the central government, the implementation measures emphasize that it should be conducive to promoting the adjustment of industrial structure and optimization of layout, and the production capacity indicators should be verified and confirmed by the provincial competent departments of the transfer out and transfer in places respectively, and announced on their respective portals
IV In order to deepen the reform of "deregulation service" and improve industry management and services, the Implementation Measures stipulate that the provincial competent department in the project construction site is responsible for verifying and confirming the authenticity and compliance of the capacity replacement plan, announcing it on the Department portal after there is no objection, and supervising the implementation of the capacity replacement plan to determine the actual capacity of the project. For the capacity indicators involving inter provincial replacement, the provincial competent department of the project construction site should make a good connection with the provincial competent department of the place where the capacity indicators are transferred out
encourage technological transformation and development of high-end products
in order to encourage enterprises to implement process transformation such as environmental protection and technological transformation, the Implementation Measures stipulate that for the implementation of technological transformation projects such as pollution control and emission reduction, energy conservation and consumption reduction relying on existing main devices, such as cement clinker rotary kiln and flat glass furnace, the production capacity replacement scheme may not be formulated without increasing production capacity
in the glass industry, the production lines with a furnace capacity of no more than 150 tons/day are mostly high-end glass products such as glass fiber and high borosilicate glass. The Implementation Measures stipulate that for new industrial flat glass projects, if the furnace capacity does not exceed 150 tons/day, the production capacity replacement plan may not be formulated. The implementation measures not only strictly control the general excess capacity, but also encourage the development of high-end industrial products by subdividing the capacity process
in order to better deal with the relationship between technological progress and reducing excess capacity, which is conducive to the normal production and operation of enterprises, the Implementation Measures stipulate that the capacity used for replacement of construction projects must be shut down before the construction projects are put into operation, and removed and withdrawn within one year after the construction projects are put into operation. This actually allows the phenomenon of "construction before demolition", that is, the construction project can be started after the production capacity for replacement is announced and before the shutdown and demolition
it is reported that the implementation measures will strengthen the punishment and accountability of illegal enterprises. According to the implementation measures, the provincial competent departments are responsible for investigating and dealing with the construction projects that do not implement the capacity replacement plan in accordance with the law and regulations in conjunction with the relevant parties; For enterprises that fail to implement the capacity replacement plan in place, and have practices such as fraud and "approving small projects to build large ones", notify them of their dishonesty and promote the implementation of joint punishment. For areas where the verification of the capacity replacement plan is not strict and the supervision is not implemented in place, they shall be ordered to rectify within a time limit, and if the circumstances are serious, they shall be notified to the whole country, and the relevant persons shall be investigated in accordance with laws and regulations
in view of the revision of the implementation method of capacity replacement, some industry insiders believe that the implementation method of capacity replacement in 2018 is more detailed in terms of content, which is conducive to the actual specific operation. It avoids playing the "digital game" for the new capacity during capacity replacement in various regions, and more reflects the determination of the state to strictly control the new capacity
